BKSDA Kaltim Amankan Owa Kalawat Peliharaan Ketua DPRD Balikpapan

Balai Konservasi Sumber Daya Alam (BKSDA) Wilayah III Kalimantan Timur menyita owa kelawat (Hylobates muelleri) yang sejak 2009 dipelihara Ketua DPRD Balikpapan H. Andi Burhanuddin Solong di rumah jabatannya.

“Beliau selama ini rupanya tidak mengetahui bahwa owa kelawat termasuk hewan yang dilarang dipelihara oleh perorangan,” kata Kepala Seksi Konservasi BKSDA Wilayah III Kaltim Danang Anggoro, Kamis (2/5).

Ia mengatakan, hanya badan konservasi berizin yang diperkenankan memelihara satwa liar seperti owa kelawat.

Danang Anggoro juga menuturkan, perlu waktu bagi Andi Burhanuddin Solong untuk menyerahkan owa-owa tersebut secara sukarela.

“Dulu memang ada beberapa aturan yang memperbolehkan bagi masyarakat memelihara satwa untuk kesenangan, tetapi sejak tahun 2005 sudah tidak ada lagi izin untuk itu,” jelas Danang Anggoro.

Owa kelawat yang belum diberi nama itu, kini untuk sementara tinggal di dalam kandang yang baru dibuat untuknya, dan nantinya segera diantar ke Balai Konservasi Satwa Gunung Bayan Lestari di Gunung Bayan, Kutai Barat.

Kelestarian owa kelawat di alam saat ini dalam status terancam atau “endangered”. Seperti kebanyakan satwa liar, owa kelawat terancam karena habitatnya yang terus berkurang karena perubahan fungsi hutan.

Selama April lalu, BKSDA Wilayah III juga menerima seekor orangutan (Pongo pygmaeus morio) berusia 4 tahun yang diserahkan Ery Sutanto, warga Karangrejo, Balikpapan.

Menurut Danang Anggoro, Ery Sutanto mendapatkan orangutan itu dari masyarakat di Sangkulirang, Kutai Timur.

Pada April juga para petugas BKSDA Wilayah III mengamankan 7 ekor burung dari keluarga paruh bengkok.

“Kami sita dari pedagang burung di tiga kios di sepanjang Km 5 Jalan Soekarno-Hatta,” kata Danang Anggoro.

Saat itu BKSDA Kalimantan Timur Wilayah III, yang membawahi Balikpapan, Penajam Paser Utara, dan Paser menggelar operasi Tanaman dan Satwa Liar (TSL), yaitu operasi razia tanaman dan satwa yang kepemilikan atau perdagangannya harus memenuhi syarat-syarat tertentu atau bahkan dilarang sama sekali.

Ketujuh burung keluarga paruh bengkok yang didapati petugas tengah dijual adalah satu ekor burung kasturi sulawesi atau perkici dora (Trichoglossus ornatus), dua ekor kasturi ternate atau Lorius garrulus, 2 ekor nuri sayap hitam (Eos cyanogenia), 1 ekor nuri kelam (Pseudeos fuscata), dan 1 ekor kasturi kepala hitam (Lorius lory).

Menurut Danang Anggoro, burung-burung ini termasuk dalam daftar burung yang boleh diperjualbelikan, namun dalam aturan yang sangat ketat karena keberadaannya yang mulai langka di alam.

“Penjual antara lain harus bisa menunjukkan izin SKA, surat keterangan angkut, yang menerangkan asal burung,” jelas Danang.

Tanpa surat izin itu, memiliki dan memindahkan burung-burung ini adalah ilegal.

Para pedagang burung sendiri, cerita Danang, yaitu Muji, Darmuji, dan Budi, menyerahkan barang dagangannya dengan sukarela saat dirazia.

“Begitu tahu bahwa memperdagangkan jenis ini harus dengan izin, dan mereka tidak bisa menunjukkan izinnya, ya mereka serahkan kepada BKSDA,” cerita Tri Agus, polisi kehutanan yang mendampingi Kasi Konservasi.

Burung-burung ini akan segera dikembalikan ke habitatnya di Sulawesi, Maluku Utara, dan Papua.

BKSDA Kaltim akan mengirimkan mereka kepada BKSDA setempat untuk kemudian diliarkan kembali.
