Petugas Kantor Pelayanan Utama Bea Cukai Soekarno Hatta bersama Aviation Security (Avsec) berhasil menggagalkan penyelundupan tiga primata langka asal Sumatra yaitu owa siamang (Symphalangus syndactylus) dan owa ungko (Hylobates agilis) yang diselundupkan oleh warga negara asing (WNA) asal Mesir berinisial GMA (36).
Upaya penyelundupan itu digagalkan seusai petugas mencurigai koper milik tersangka di pengecekan pada Kamis (29/8/2024). Koper itu tercatat sebagai bagasi pesawat Emirates (EK-357) rute penerbangan Jakarta (CGK)-Dubai (DXB).
Menurut Kepala Kantor Bea Cukai Soekarno-Hatta Gatot Sugeng Wibowo, pelaku mengaku mendapatkan primata langka itu dari penjual satwa langka di Indonesia.
“Saat dilakukan pemeriksaan terhadap koper yang turut disaksikan oleh penumpang, didapati 1 ekor primata jenis owa siamang dan 2 ekor owa ungko yang disembunyikan dalam kardus dan sangkar bambu serta disamarkan dengan makanan dan pakaian (false concealment),” ujar Gatot dilansir dari detik.com pada Jumat (30/8/2024)

Gatot menerangkan owa siamang merupakan primata yang hidup di Indonesia wilayah Sumatra. Hewan itu memiliki ciri khas kantong di tenggorokannya yang besar dan dapat mengembang serta mengeluarkan suara yang khas. Sedangkan, owa ungko merupakan primata yang tersebar di wilayah Sumatra dengan ciri khas bulu rambut putih pada alis, pipi, dan dagu sehingga menyerupai janggut.
Owa siamang dan owa ungko ini masuk dalam kategori Appendix I CITES atau hewan yang dilarang untuk ditangkap dan diperjualbelikan dalam segala bentuk perdagangan internasional. Sementara, menurut daftar merah IUCN (International Union for Conservation of Nature) kedua satwa ini masuk dalam kategori terancam (Endangered)
Di Indonesia, owa siamang dan owa ungko memiliki status konservasi terancam dan ditetapkan sebagai satwa yang dilindungi sesuai dengan PermenLHK Nomor P. 106 tahun 2018 tentang Jenis Tumbuhan Dan Satwa Yang Dilindungi. Perlindungannya ditetapkan dalam Undang-Undang Nomor 5 Tahun 1990 tentang Konservasi Sumber Daya Alam Hayati Dan Ekosistemnya.

Gatot Sugeng Wibowo, menyatakan bahwa berdasarkan bukti yang ada, kasus ini telah dinaikkan ke tahap penyidikan dengan GMA sebagai tersangka.
Tersangka disangkakan atas dugaan pelanggaran tindak pidana kepabeanan pasal 102A Undang-Undang Nomor 17 Tahun 2006 yang mengancam hukuman maksimal 10 tahun penjara dan denda Rp 5 miliar. Tersangka juga terancam Pasal 87 Undang-Undang Nomor 21 Tahun 2019 tentang Karantina Hewan, Ikan, dan Tumbuhan, dengan ancaman hukuman maksimal 3 tahun penjara dan denda Rp 5 miliar.
